Hello Yes ?hydrogen and oxygen are in their component form ?flammable and ?accelerants but when combined to make water H2O they become inert. Fire needs fuel, oxygen and ignition source, cut out any one of the three and fire will go out, water when it covers a fire cuts off the oxygen by blanketing it and lowering the temperature steam produced by water and heat also has a blanketing and snuffing effect further cutting off oxygen supply, however do not use water on electrical fires although similar principles apply, use CO2 or powder for electrical fires ?use foam for oil fires. ?Oil floats on top of water so it's use for oil fires not effective and can be dangerous if put on tanks of hot oil (temperature exceeding boiling point of water) as water would turn to steam resulting in an instant boil over and rapid spread of fire.
