I remember it having something to do with a bulldozer.. it was gray and red.This machine stayed in the same spot for quite a while and the town grew old. I remember it being rather sad when I was little. I'm not sure what channel aired it; I want to say HBO or PBS.

It could by the classic children's book Mike Mulligan and His Steam Shovel by Virginia Lee Burton that was first published in 1939. Or it could be Katy and the Big Snow by Virginia Lee Burton, about a brave, who pushes a bulldozer in the summer and a snowplow in the winter.
