Answer:

If you want to save a little money, buy foil cupcake liners instead of a cupcake tinThey're usually in the same aisle as the regular paper liners.
NOT CAKE MIX! Get a box of hersheys cocoa and follow their recipeYou'll need sugar, eggs, flour, baking powder, baking soda, and oilThe recipe says to use 1 cup of boiling water, I use 3/4 a cup for cupcakesYou'll also need cupcake liners There is also a frosting recipe on the box, it is chocolateIf you want a really good vanilla frostin go to williams sonoma website (do a search) and do a search for their butter creme frosting, it is the bestNot sure what your total cost would be, maybe 30 - 40 buckswith the tins and allBut, if you buy the cocoa powder you can make cupcakes over and over againIf you use a cake mix, that is one batch that isn't very good.
You need to buy Betty Crocker's cake mix, a cupcake tin, cupcake cups, a spoonThe overall cost is about $20Read the directions on the cake mix box!
Hi ! There are so many recipes for cupcakesYou can make cupcakes using a box of your favorite cake mix, this will make your cup cakes very moist, or, you can make them from scratchI suggest buying a muffin tin, paper cups, ( instead of using oil or butter, you can buy colored paper cups to put inside the muffin tin) , cake mix and favorite icingThis should cost around $20 If, however, you want to make it from scratch, using flour and such, it will cost you a bit more and can be frustrating if you are not an experienced chef.
I would buy a cheap regular oneThe alumimum cookie sheets tend to be a bit flimsy, plus they dont' cook evenly and sometimes can cause an issue removing the cookies from the sheet.
