Are you friends with your neighbor? Why not ask her what is wrong with the dog. It does sound like she's possibly had a stroke (walking in circles) or Dementia (head against the wall). I would call your local SPCA or AC and ask their advice. If you do report it ask it to be anonymous. In any case if you think the dog is not being taken care of properly, you really do need to report it. Good luck!
