Are houses in cold climate built better?

I mean are they built with extreme insulation and better walls and such? Or do they just use the same cheap woods like houses in warm climate? I'm talking about United States thoughFor example, in russia where it's so cold in winter, all their apartment and houses are built by heavy duty concrete which hold the heat very well, so they won't have insane heating bills in those cold monthsIs US the same? do the builders take care of its customers by building such a fine houses or is it still cheap crappy construction work to keep the costs low?

I don't think oak helps much in insulation, as it does during windstorms, but I think the houses here (Southern Ontario) have significantly better insulation than the typical Pueblo architecture I think they specified on Hometime, back in the 90's that it was best to have large windows on a southern wall, and cedar trees on the northern wall of a house, or something of the sort, for solar heating reasons, and correct me if I'm wrong here, but i think they use more brick construction in these partsthan in the south.
