My house has hard wired smoke detectors and a couple of them seem to not be working correctly. I want to replace them, but I don't want to go through the hassle of installing new mounts to the ceilings. Are the mountings uniform? Meaning if I buy new hard wired detectors, will they just twist on to the mountings that are already there?

Report 'em: to the HOA, to the police if there are parking violations on a public road, and also don't be shy. Tell them that you are reporting them. Face to face. Who is in the right here? You are. Why be shy about it? I bet you aren't the only person being inconvenienced by these bullies. Use your HOA to make friends and allies.
Sure you can, but you'll be wearing out tires that are more expensive than regular tires, and you'll probably get worse gas mileage in clear warm weather than you will will regular tires.
