At what temperature would you blanket your older horse?

Ok,the animal rights activists are raising hell again,I blanket our horses when the temp reaches 38 - 40 degree's.I do this because both are 20 years old and when they are outside they are in a windy area,10 to 35 mile an hours wind storms this past week.Which of course makes the cold seem worse.Here's the problem,the local animal group feels that it's too warm at that temperature and claims I'm harming them.But of course their not around long enough to see them shivering after they have been out for a few hours,they have sheltor but after 19 years of being outside forget it,their NOT staying in there if the wind is blowing.They have their winter coats.I would ask our vet but he's on vacation and the temp isn't very good with horses.Or,am I being over protective of them?

I was going to say 40 even before I read the rest of your questionEspecially if it is windy and or wetNext time the activists come around, ask them where they received their vet licenseYou sound like a great owner, and I worked in animal control for some years.
half a cup on medium load, everyone always thinks ya need more but its not true :)
