Better insulation or more efficient boiler?

I have a Victorian Mid Terrace (pre 1900) the gas bill seems highThe walls are solid and the cost of insulating them internally or externally is prohibitive (I cannot get a grant either)So the question is do I add more loft insulation, or shall I look at buying a more efficient boilerI think my boiler is currently rated as category D for efficiency (UK)

I guess the easiest way to some it up is would you carry around a 2000 pounds in a Honda Civic, it might give you a little better gas mileage than a truck but would be working its guts trying to meet the demand put on it so most of the efficiency would be lost and the life span shorten by excessive strain put on itEnergy efficiency starts with insulation and sealing off heat loseSorry but there is no short cutsI love the old houses but in 1890 heating cost weren't an issue,you put on an extra sweater
