If you leave that hilbilly fan out of it then it should help a very little.
Well if you moved the air inlet to a cooler place like under the car, down in a wheel well, etc then it will pick up some power from cooler inlet temps. Also if you used a KN type cotton filter rather than a paper filter you will pick up some due to better flow. The filter type is really only worth 3 to 5 HP or so in the real world. Now the inlet temps (cold air) can be worth a bit more. Gen rule of thumb is for every 10* cooler the inlet air temp is you gain 1% HP This can be anywhere from 10-30 HP easy
