There are several places in the USA where you can apply for an ordination and get it immediately - for a few dollars. It is as legal as if from a divinity school. They can perform any religious rites
Depends on your state. But on a more in depth note, why do we as Christians rely upon titles bestowed upon us by governments or men to do the work CHRIST commissioned us to do?
Well, the ENTIRE clergy of the LDS church is a lay clergy and they perform ceremonies. Most religions have some lay clergy members but not many and most are limited (by their church and not by what they are legally allowed to do) to just a few minor things.
