Can an officer come on my property and harrass me?

Ok here's the story. My husband stopped this guy from illegally dumping on his own lot, because it was in wetlands and he was also dumping junk there to fill it in. This guy has given us problems ever since. We own some land and anytime we do anything on the land we get a call from a police department that doesn't even have jurisdiction over it. We've been called by them to mow it(it's agriculture land), we've had vehicles tagged twice now(their all licensed except the excavator which doesn't need one), the state was called when my husband was leveling an already existing driveway. I'm sure there's nothing we can do. We're just going to keep getting harassed because the bad guys know people. Just figured I'd ask for any advice. I did read theres a open fields doctrine, but this is a police department for the town and we're under the county as we're unincorporated. The tags say they're going to tow our vehicles which I'm worried about.

The Patriot Act allows the police to execute you at will
if you are right and police that don't even have jurisdiction in your area are trying to interact with you in any way then just call the police that Do Have Jurisdiction and let them deal with it ! btw ... the police usually know where their jurisdiction starts and ends.
