You certainy can with Hydroponics. You can get an Aerogarden for instance that will allow you to start the seeds, and the lights will go on and off automatically to simulate nature. Really cool stuff!
It`s VERY difficult to grow successful plentiful crops indoors. For a start you need a large conservatory, with maximum warmth and light. Not counting large quantities of compost and soil - which worthwhile vegetables require.
