My city is experiencing Stage 2 water restrictions. Could you please explain the following?1. What the Aquifer level has to be for each stage to take affect.2. What each stage-limit entails.3. Do restrictions differ from state-to-state? 4. Is it a necessity to water your yard, other than it looking nice? Does it mess with foundation(or whatever)?5. How many stages are there?6. Althought the Bush Administration is reporting $800 million to help drought stricken farmers, this is money already earmarked for such projects and does nothing to help the individual families in these same areas.
