If this is for an auto and you plan on generating the HHO by electrolysis, just be aware that the whole HHO thing for autos is a big scam, and it won't work. It takes much more energy to electrolyze the water than you can recover by combustion, or by a fuel cell.
Yes, you can. There are galvanized steel grounding rods that have good conductivity. However, once the zinc is eroded, the steel will quickly go. I'm wondering if gold or silver coated copper would work. FYI, for anyone that says HHO assisted engines are a scam, they're morons. You do use more energy to create the hydrogen, but if you can get even more energy out of your gasoline, then it's worth it. If it's a scam, why to tractor trailer rigs run with propane tanks to inject to the diesel intake? Most say a 1-2mpg increase, which is pretty good when they only get 6 mpg and drive across the country!
