We wound up with extra insulation when we built an addition on our houseInstead of returning it, we decided to use it in the old attic, which could surely use itBut it's got paper backingIs it a bad idea to put this over the existing insulation as a second layer?

YES you can, if they are polished and no coating you will have to spray an etching primer to give the paint a coating to stick toI would be cautious about heating aluminum as it is a heat treated product and you would really hate to lose part of the treating by heating.
