Can't access task manager using control+alt+delete. Can anyone help?

When i press control+alt+ delete, it says &task manager has been disabled by your administrator.& I've tried going into &run& and using &msconfig& and trying to activate it but I'm not sure which one is task manager. Can anyone help? Sorry I'm not really tech savy. Thanks in advanced!

Does your smoke detector even have carbon monoxide detection? i'm no expert, yet perchance some style of carbon monoxide is being given off by the water heater or it relatively is consequence on surrounding fabric? in straightforward terms a theory.

its the fuel filter or the fuel pump my boyfriends car did the same thing its just that the fuel is running slow and doesnt flow right thats why it stalls
