Question:

Can you be fired after a background check for a promotion?

A guy friend is up for a promotion at work. Background checks are not required for lower level employees but for the promotion it is. He is worried because he has a misdemeanor shoplifting charge from several years ago. He also has told me he is worried they wont promote him or fire him but cut his hours drastically. Thoughts? I told him he may have a legal suit if they fire or cut.hours once they background. He has worked there several yeara with no infractions

Yes it does sound like it will be the belt, and this is fairly easy to replace if one is handy. If not call in a repair man
carry a couple quarters for pay phones, dont expect cops to do anything to help you, not if it involves them doing anything harder than ordering a donut.
They have to sell it somewhere if they can't use it, and nobody will buy it if they can't operate it anyway. Call around to the local pawn/buy-sell-and-trade places and give them your phone info: if anyone tries to sell it, they'll intercept it and contact you. Spread the model and phone info around school and popular hang-outs, too, in case anyone is offered it. I bet if you offer a $50 reward, the same losers who stole it will try to claim the reward since they can't use or sell it. Other than that, I don't know. They may just throw it out.
