Choice condition means really good condition. Prime condition. It means the flag has no holes, and in good condition generally BECAUSE the area (side) of the flag that you use to hoist (raise) it, has a tunnel style hanger, that you fit rope or a rod through, rather than two small holes you tie string into to raise it. So, in other words: The flag has no holes and is in good condition in general because the flag had a tunnel style hoist area, where the pole or rope goes through the tunnel, rather than through just two holes. (If you Google Tunnel style hoist on flag you'll see pictures of the tunnel style hoist area. :) )
