could you put a cold air intake system on a greyhound 6.5 hp engine. i wanna tune my engine but not sure what kinda upgrades i should put on it?

Talk to other people that have Del Sols and see what problems and fixes they have experience with. There must be a service forum on the web for Del Sols. Other owners will give the best insight. There may be some really easy fix for this. You won't likely find them on this page.
It could be that the electrical connections to your wiper motor need cleaning ,take your car to a mechanic and let them have a look .
Don't waste your money on a cold air intake. This Yahoo maintenance board is filled with people who've had nothing but trouble with cold air intakes. First off, they do absolutely nothing for your car in terms of performance or fuel economy. Secondly, the installation requires alteration of the plenum and this can throw off the computer readings and sensors resulting in reduced performance.
