Car Jacking Issue!!!?

I need to take off the spare tyre and put the original tyre back on to the front drivers side spot. When jacking it up at the front jacking point the car lifts up but the wheel remains on the ground leaving a close to one foot gap. I first thought I wasn‘t raising it enough so I placed wood blocks but it made no difference and I am afraid I may damage my car. I don‘t believe it is an issue with the jack because i used it days before to take the original wheel off.Any idea what to do or what I‘m doing wrong?Cheers

Yes it can and will depending on which tire it is and how off balance it is. If it is the front tire I would seriously get it balanced ASAP. I ride a sport bike and I don't know what type of bike yours is, but at certain speeds you can get a nasty wheel wobble (check out youtube for the videos) that can land you in the ER or worse.
