Car Seats With An Overhead Shield In 2012?

Im transporting a child who is almost 2 years old and weighs 40+ lbs. I do not have a seat so I use theirs. It looks like it was made in the 1990's but I dont know much about car seats other than I know they expire. Its one of the Overhead shield seats with the bar and harness. Are these safe to use or legal to use? Ive been looking but no definitive answers whether they're legal or not anymore.

The odor could just be a musty smell from being stored for some time. The fabric is fire resistant and may pick up odors because of that. More so because it has wiring between each side of the blanket. You can't safely wash it so try some air freshener/odor remover like Febreeze. One or two treatments should help alot. When you store it again for the winter, place it in one of those clear plastic storage bags that you get for clothes and blankets. Any deparment store should have them. Maybe get a nice smelling potpourri sack to put in the bag to keep it fresh. (usually found in the craft or candle section of the store)
Ban use of all steroids and change it to grass racing. Although this is more to make the US horses more competitive against the world. I live in australia so i'm not to sure of things but what about free admission on certain days for certain people. Like a free admission for ladies one day and men another day, and i think they had a day here for fathers and sons and then one for mothers and daughters. Stuff like that. What about entertainment like bands and stuff like that. Exhibition gallops from top horses or them just turning up on the day for people to look at. On the big days have competitions to say buy a race book and go in the draw to get you photo taken with a champion horse and get some signed memorabilia. And i would be consulting other countries on what they do to get people to the track. But thats all i can think of at the moment.
