Nope. The tire was vulcanized once when it was molded, cannot be vulcanized again - One shot deal. It could be patched, tho.
If you have a tubeless tire with a hole you can remove the tire from the rim, patch it from the inside, and remount. There are sites on the WWW to tell you how to change your own tires, it is not difficult.
Exhaust systems from the cat back have no effect on emissions, so it is usually not an issue.
