Carpet padding law?

We are trying to get the carpet in one of our bedrooms in our house replaced, but we are on a tight budget. We went to home depot and they said they would have to charge us around $900 to replace all the carpet padding and install the new carpet. we said that we would leave the same padding (to save money), but the woman told us that it is an ohio state law that carpet companies MUST replace the padding if they are going to replace the carpet too. another company we called said this isn't true. was the lady at home depot just trying to get more money out of us, or is there really a carpet padding law? I cant seem to find anything about it. any help is appreciated.

Bull Hocks. You will not find anything written because it's simply not true. Your salesperson is not telling you the truth. She is probably just trying to jack up the price so she can make more money. Or she may be ignorant. Any carpet can be loose-layed or glued directly to the sub-floor. In many cases it is necessary. For instance, it is difficult for someone that is wheelchair bound to roll over a floor made too soft by carpet padding. And some people put carpet into wet areas such as a kitchen or bathroom. That carpet is not attached to the floor so it can be pulled back easily in case of a water spill. Attaching carpet in this case over a pad underlayment would be ludicrous. Find another salesperson or better yet, go to another store.
I have never heard of a law requiring you to replace the padding when installing new carpets. How exactly would that law work if you were buying a carpet that has a built in padding? An installation company may have a policy about it but i could find no laws requiring it. Call your attorney General's consumer department and ask them if there is in fact a law but i doubt it very much.
Never heard of that law. The only thing that could happen is you would need to sign paperwork that the carpet would not carry a warranty since the surface it was applied to was not stable. You CAN install carpet without padding although it is not a good idea.
It isnt the cleaning agent that stays in your carpet it is the water you put it in it that stays in it. Is almost impossible to remove all water from the carpet and pad. However I used to sell cleaners and the one way that I found that was very good and didnt leave any residue or moisture behind is use a dry foam cleaner the water you use will mix with the cleaner and make a foam that is dry like soap bubbles. After you are done cleaning with it you can usually just vaccuum it and you are done. Some foam cleaning systems usually have a softening agent as well which is good for your carpets fibers as well. Hope htis helps. Definately wouldnt do steam cleaning on carpets though thats for sure.
Is this home you own or rent? And also what state are you in? I know there are states where if you are a landlord, you have to replace carpet and padding every 2,3,5 years for your tenants. I dont believe that I've heard of any law that requires you to replace carpet padding in you own your home while you are replacing yoru carpet (however its a good idea to change the padding if you are doing new carpets, because the old padding will retain the stains, and odor of your old carpet, and if you've had water damage, there may be mildew as well).
