I was half way through this book and had to stop reading it because school got in the way. I'm back to reading it and I got to the part where Katniss made a noose and tied it around a dummy and showed it to the Gamemakers. And she wrote 'Seneca Crane'. I don't remember who that was. If it was even a person, I guess it was. But can you just explain who or what 'Seneca Crane' is and why Katniss would do that? Thanks.
He was the previous head gamemaker, and President Snow basically declared that he had Seneca Crane executed. Crane allowed Peeta and Katniss to live and cut off the final moment of the berries, which to Snow was an act of defiance. I think Katniss hanging the doll was just a symbolic act, implying that the gamemakers are really all just puppets under the Capitol.
I think it's one of the gamemakers, but that's just a guess.
