The first thing you have to do in order to get to Pallet Town is to beat all the Johto gym leaders and the Elite Four. After that, you'll get a boat pass from Professor Elm that lets you go to Kanto. Once you have arrived in Kanto, can make your way to Pallet Town, but first you have to: bring the Power Plant back online so the Radio Tower in Kanto will work again so you can get the Kanto radio card so you can play the Poke Flute song which will awaken the sleeping Snorlax that blocks Diglett's cave, which is the only way to get to western Kanto. THEN you can go to Pallet Town! =)
