I believe some Harley Davidson cruisers are rear-brake only and I don't know how useful a front brake is on a chopper. I guess it's a question for chopper fans.
I'd probably take it to a mechanic (besides the one that gave you the $1000 quote) and ask if it's safe to ride without a front bake. They will have an answer, and will likely know if it's even legal to ride without a front brake. Do you even have insurance on it? I'm sure since this wasn't new from a dealership, that they will want to take pictures of it before they insure it. The shop they use will probably notice it has no front brake, and I could see you being denied for insurance. Why did you buy the bike BEFORE investigating this stuff?
