could be the thermostat, if its the water pump it will leak, may need to flush your system and check the thermostat.
Normally your type problem is more related to a bad thermostat. The thermostat is what regulates your coolant temperature. In away it sounds like it is staying open and not closing down which allows for the coolant to constantly flow through the radiator subsequently staying cool. Then when you start to drive you put a load on your engine which in turn heats your coolant and gives you the heat you need. A shop with a good lazer infra red heat detector could check this out for you. By testing the thermostat housing while it is running for any drastic increases and decrease in temperature
If engine is not running, check any leaks at your water pump.If it's not leaking, maybe your radiator leaf are clog up and water cannot circulate.Try draining your radiator by loosening the screw under the radiator and place a hose with running water to clean up your radiator and engine blocks. Put back the screw and fill up with 1/2 coolant and 1/2 water.
How long have you had the car. If you bought it used it sounds to me like the previous owner might have taken out the thermostat, and not replaced it. Also, is it a small 4 cylinder. I have seen four cylinders in the compact pontiac lamans that have that problem and it is just built that way. Block is very small and aluminum and dissipates the heat quickly during idle in winter.
Do not think of it as something like an iPad. It isn't. Think of it as a media consumption device, that you'll be reading books on, watching videos, listening to music playing some games on, and doing some light web surfing. It's wi-fi only. It does not have any cameras or microphones. You can load your own music on it. MP3s. Not sure about Apple's file format of music. And remember, it's only got a 7 screen, which means the screen really has only 1/2 the viewing area of an iPad. But in my opinion, it's definitely worth the $200 I spent on it.
