Here is a picture of the flying Pinto in the air. BTW: The Pinto killed it's designer when it crashed! Search for flying cars and you'll find many proposed and attempted versions.
If wings are large enough, and there is adequate power, and that stability and control are correct, anything could me made to fly. That said, a Smart car is way too short to provide adequate moment arm for suitable pitch control.
It's not the wings that are an issue. sure they could lift a car. But keeping it stable and flying in a controlled manner is the hard part, as Vincent explained. You would have to modify the car with some kind of empennage (vertical and horizontal stabilizers), or turn it into a VTOL machine (rotorcraft or vectored fan).
