The safest way is with a large chain( Home Depot's) heaviest gauge, slipped through an inner tube so it won't scratch your bike. Lock it to something like a tree or a pole. There are pad locks that are hard to get with bolt cutters, they are round rather than square and have a small shackle. Also use the factory fork lock and even a rotor lock. If they really want your bike they will get it ,but if you make it too much of a chore, they will go after someone else's.
