if by new up-loaders you meant new users.. then no.. if you meant new uploads then yes. every user now has the opportunity to add 5 more minutes to their videos.it went from 10 minutes to 15 minutes being the new maximum upload/video time.
Yes it changed. It used to be 10 minutes, now it's 15 minutes.
