Do all double boilers have holes in the top pot?

My moms double boiler has big half inch holes in the top chamber/pot of the boiler. Is this normal or do normal ones have a solid top chamber/pot?

There are two types of inserts; steamer inserts (with the holes) and a regular double boiler insert with out the holes. Truthfully, you can make your own double boiler by just using a sauce pan and a glass (heat proof) or metal bowl placed over the top of the saucepan. Just make sure the water below is barely simmering and if it fits too tightly, stick a table knife blade down along the side of the upper bowl to allow the steam to escape and not build up.
:) Depends on the type of double boiler. The vegi ones have holes to allow the steam to cook. The sauce ones do not have holes hard to make a Bearnaise sauce or melt chocolate in a top pot with holes. images.google.ca/images?hl=enrlz...
