I live in California. My fire extinguisher has not been checked since 2009. Are they supposed to check these every year, and if so, is this grounds to break a lease? I live upstairs and there are also many many cracks in the cement on top and the rails are coming loose. What should I do?

you can spray axe on yourself and light and it doesn't hurt until the axe burns off. i would not recommend lighting yourself on fire using any method.
