Lots of advice here, but your best bet is to call in an Energy Auditor who will perform a scientific evaluation of your house using sophisticated equipment, (they should use a blower door infrared camera at a minimum) and give you a report showing where the problems are, with recommended repairsThe first thing to do is seal as many air leaks as practical, then be sure the insulation is in the correct place(s) and correct amountThe cost of the audit is very well worth it.
