It is hard to say without actually seeing it (don't want to lol). If it is where the base of the hair comes out of the skin, it is probably folliculitis, which is an infection around the hair follicles. You really should see a doctor. There is nothing wrong with that, and they have seen it before many times. You do NOT want an infection in that area to go untreated. It can cause you problems that could permanently cause problems if it gets out of hand.
