I've tried it once with heating the metal from the back and it didn't work at all, so I must have done something else wrong, but it was discouraging enough that I didn't pursue it. And I can tell you that even metal enamels don't work on all metal. I tried to enamel silicone bronze and while it works occasionally, mostly the enamel just pops off while cooling.
