Good Cheap Reliable Powerful I think you have to pick 3 out of 4 or even 2 out of 4. You won't get all of them.
I recommend getting a second hand Apple iBook G4 with at least an 866 Mhz powerpc processor so you can run OSX Leopard rather than Tiger.
Good, reliable and cheap do not really go hand in hand: if they did why would anyone buy anything else? You really need to narrow down what you want and what you need. What is your budget? What are you going to do with the machine? If you are looking to spend $200 on a machine that lasts five years and plays World of Warcraft (for example) at maximum settings you may as well forget the idea right away - such a machine isn't out there.
