If it is possible to paint the outside roof surface with a heat reflecting paint this will lower the inside temp considerably,much more than any bulk insulation will which just delays the inevitable by a few hours,then gets overwhelmed and doesn't do anything except not let the heat out when the sun goes down.If you can somehow vent the top,by means of a ventilated ridge or something,along with slatted eaves at the lower point,therby creating a natural draft effect (the hot air is going to rise and go out so it has to be replaced,so is drawn in from the bottom)so this will assist in cooling the cavity between the ceiling lining and the underside of the roof.I found a flat white paint to be excellent,however there is specialised coatings.Truely,you could fry an egg on a tin roof here in Australia,paint it white,and it only feels warm to the touch.You have to stop the heat getting in, in the first place.Good Luck.
Their are roof vents and electric exhaust fansIt should also be insulatedYou may be able to have some blown inALSO I saw at home depot a rental insulation blowing machineSo if you can I would take all of this info and ask the folks in that areaBut your on the right track.
