Don't know if I can explain this but I'll give it a shotGo to a craft shop, anyplace that sells silk flowers, and get some florist's wireIt will hold it's shape but is easy to bend and can be cut with craft scissorsAnd it's cheapForget the foilUse play-do or paper macheThe small balls should attach to a u-shape piece of the wireTwist a small loop at each of the ends of the u shaped wires Take a long string or cord and form the play-do nucleus around the cord at the centerTie a big knot in the cord a couple of inches above the nucleus and then thread one of the u-loops onto the cordThe knot will hold it in placeThread the other side of the u to the opposite end of the cordIt should be able to spin around the nucleusMake another u shaped wire just like the first but longerMake more knots on the cord and thread the u wire on., Hard to explainHope it gave you some ideas.
