I'm not sure. Sounds like a good idea to have buses during fire drills outside; but here in Wisconsin we never had fire drills in the winter months. Only if it was unseasonably warm out, which happened time to time. I remember in middle school it was 70 degrees in February and the school decided to have one. I hated fire drills back then because the fire alarm was unnecessarily loud! but that's off topic.. Anyway, I think the logical thing to do in places of sub zero weather would be to educate the students on where to go without the annoying bells a whistles during each class. Then reiterate em on a monthly basis what to do during fire emergencies.
