How are electric motor shaft hole's drilled for shaft pulleys, couplers, flywheels?

I need to attach a aluminum disk to a electric motor shaft, but this has me stumped the shaft is 7]16 and not completely round has a flat end something like the letter quot;D How is this shaped made in metal?

This is my Mom's recipe and in all my years I have yet to taste a better one1 lb bag wide egg noodles cooked 1 1/2 lb shredded sharp cheddar cheese 2 cps milk 2 tbs butter 3 tbs flour 1 tsp chopped garlic 1 tsp salt 1/4 tsp course ground black pepper 2 cps crushed crackers buttered Cook noodles in boiling, salted water until doneMelt butter in heavy sauce panStir flour into butter, Add milk and heat til bubbles form around the edgeAdd salt, pepper, garlic, and 1 lb of the cheeseCook gently stirring untill all the cheese is meltedPour over noodles and stir til well mixedPour into a large pan and sprinkle remaining cheese and cracker crumbs over the topBake til crumbs become a nice golden brownDig in and totaly enjoy.
You would need to mount a bushing to the plateThe bushing would have a 7/16 hole with a set screw that would lock down onto the flat side of the shaft.
