How big does a motorcycle have to be for two people to ride on it?

My friend and I want to get one, but we don‘t want a really big one. I asked this before, but the question didn‘t get posted :(

250cc is the minimum allowed on freeways the cruisers are more comfortable for 2 up riding depending on you and your friends size the Honda Rebel 250cc would be fine as well as Honda Shadow 500cc both are cruiser's and very reliable bikes try and buy a used one to learn on because it will get dropped at least once
The question is what kind of riding do you want to do? For around town only, a larger scooter would be great. If you want to ride some on freeways, I would recommend a smaller motorcycle like the Rebel 250 by Honda. good luck
Part of that will be determined by the combined weight of the two riders. Personally, I would not feel safe on the freeway with anything less than a 600cc motorcycle riding double. The bike has to be big enough to have the brakes to stop the weight, and the bike has to have enough power to allow me to move the weight out of the way when I have to.
