How can I cool off my house better?

I am renting a duplex unit that has two floorsThe first floor stays cool enough to tolerate if you run the air conditioning all day, but the second floor is an inferno no matter what I do.I've purchased two window fans for upstairs but they really don't do anything at all unless it's night timeI also have two fans going all the time as well upstairs just to circulate air, but again they really don't do anything to help.Above the second floor is of course the attic, and it's even worse up there than the second floor (obviously)There is little, old, nasty insulation up there that my landlord will do nothing aboutHe won't replace it, or install any kind of attic fan eitherI'm guessing this is what's causing the second floor to be so hot.Does anyone have any suggestions on how to cool off my second floor? Will doing something like taping the cracks around the attic door/drop help any? Will installing a window conditioner do anything?
