You cannot download Bluetooth on a laptop, the laptop has to have in-built Bluetooth, only certain laptops have Bluetooth in-built.
Yes Daniel is right.You need to have a bluetooth enabled(hardware) system or you need to have a bluetooth dongle which serves the purpose.
Bluetooth needs software and hardware, then only u can use it. Make sure u have the bluetooth hardware is there in ur laptop. Then search for the software in google/Bing etc or in laptop company website.
