Since it's summer time, we've had the AC on a lotWe live in a 2-story house with a basement, and the top floor never really gets cooled because all the AC air is going into the basement through vents in the basementI've closed all the basement vents, but as I'm sure you know a lot of air still leaks outSo our basement is like Antartica, but the top floor barely gets cooledIs there anything I can do to the basement vents to block the air better? Like duct taping it or putting a block of something in there? Thanks

It sounds to me your looking in the wrong placeLook at venting the attic better A good way to look at this is to consider the living quarters of the house a boxThe more insulation you have sitting on top of your ceiling and in your walls and below your house, the better that the heat (or cold) is contained within the homeYou need to have attic ventilation, as well as a high R-value of insulation (R-60) on top of the ceilings, and throughout the home.
