I have a 2002 cavalier LS sport, and i have a cold air intake on it. But i don‘t want to put an exhaust system on it because its like 700 bucks and i don‘t have the kinda money right now. What are some cheap things i can do to make it gain more hp and go faster?
Not much you can do that would make the car feel any faster. exhaust will give you 10hp at a high rpm-you'd never feel it. swapping steel wheels for aluminum wheels you would feel, but you might already have aluminum wheels on that thing

You can lighten the car a little, but you wouldn't want to do so to the point where you sacrifice safety or emergency considerations on a daily driven vehicle (e.g., removing spare tire, jack, etc). Your next logical step is exhaust, since any performance increase is dependant on increasing fuel/air intake and pushing it out more efficiently. I would see if you can do it in stages; cat back / cat forward maybe and then move on to more in-depth mods from there.
