Just buy packets from a supermarket. You can then collect seeds from these plants - some won't germinate, but a lot will. I let at least one plant go to seed and collect these for the next season. For beans let a few go very dry and put them in a dry cool place for the next planting season. Neighbours will often give you seeds - or look up the net for Heirloom seeds, they are the old fashioned type vegetables which are great for seeding. If your seeds are hybrid, they probably won't grow again.
All seed packets are dated. All you have to do is look at the date.
Selecting a reputable producer will give you your best chance of getting quality seed. Saving your own seed from your vegetable garden is, in many cases, an exercise in futility. Unless you are growing heirloom plants most of the seed you save will not grow true, and in either case, it's impossible to determine the viability of your seed without planting or germinating it.
The healthiest vegetable seed you can buy would be a certified organic seed. These seeds have came from plants that are chemical free. Packets of seeds which are certified also have a special number for each batch of seed, so you know you are getting quality. Happy gardening.
