Get some 4x4's, re-bar and some spikes, nail the 4x4's together using the spikes and then drive then into the ground using re-bar then cover it all up the ground using dirt, water it down let it dry and throw some more dirt on top and you got a speed bump but remember that you are responsible and liable for what happens.
