BEFORE YOU SPEND ANY MONEY - be sure rainwater does not pond adjacent to your foundation and your rain gutter downspouts dump their water well away from your foundation.
The first answer is pretty much on track. You need to dig around the outside of the whole foundation. You need to replace the existing tile around the foundation. If there is no tile, which is the case with older homes, you need to put tile in. After the tile is in place, cover it with gravel, the more gravel the better. The gravel lets water filter down to the tile. Now, I would have to see your problem to diagnose it correctly, but you may need block replaced, if you have a block foundation. after replacing block, plaster the outside with mortar. The next day, go ahead and tar the wall as well. This will water proof the outside and prevent water from penetrating through the porous block and mortar. Like I said, I would really have to see the house to make a correct assessment, but I hope I have helped.
OOH, that one involves some work. The most effective is to rent an excavator, possibly a mini depending on your yard size. Then you did out the ground in front of the house where it is taking in water. Enough room has to be there in order to refinish the wall to become waterproof. This could be masonry work, cement, you'll be able to tell once you get to that point. After that is done, back fill the dirt, and head to the basement. I used masonry caulking on the floors around my leaks. Another way is to hire the people who waterproof your basement for you. it will save you time and aggravation, I promise.
