In order to answer this question in a way that would be helpful to you, I would have to know what skills and interests you already have that you would bring to your card-making business Let's say that your goal is to make pen-and-ink sketches of churches or historical buildings in your area and put them on the fronts of blank cards (with envelopes)You're going to need your usual sketching materials to use until you are happy with the sketches you'll put on the cardsThen you will need to transfer the sketches to the individual cards-for which you could use a laser printer or you could use intaglio or some other methodThen you need to decide whether to leave them black-print-on-cardstock or add color to one degree or anotherLet's say that your goal is to use rubber stamps of your own design and add embellishmentsYou'll need cardstock, envelopes, stamp pads of various sorts, glitter powder, a heat source, watercolor pens, and so onYou will also need to have rubber stamps made from your designs or find a unique way to combine pre-made stamps You can also make your own paper, make your own cards from uncut card stock, and so on Good luck with your enterpriseOnce you think through exactly what kind of cards you want to make, and you identify the market where you can sell the cards at a profit, I think you'll have fun, get a lot of good experience, and get a handle on exactly what materials you need.
It sounds like this is purely down to chance, you have very little imput, so the result will be very limitedReal tarot uses cards which you pick - and this is usually a minimum of 3, and the reading is determined by the reader - which may be youTarot cards usually have many pictures wihin them, so it really depends which you focus on to determine the result of the reading.
Glitter? Witty poems to write inside? A printer which will print card and software which will allow you to format a sheet in different ways before printing and folding.
from the things you list it sounds like you might not know alot about the craft, so I would say take a class, most are available through community education, or even at craft stores such as Michaels, Joanns, Archivers, do research online, or go to some craft shows to see whats out thereYou can make a simple card with cardstock and some markers, or go as elaborate as you want with rubber stamps, chalks, different textured papers, stickers, etc.once you get the hang of it, the sky's the limit
