I live in section 8 NYCHA, and my neighbors always blast music every night until 5am, they have about 10 people living in the apartment (not on the lease) and the lease holder moved out a year agoThey always leave their door open and loiter in the hallways, pissing and drinking all over my my door and the elevatorI called the police about the music, and the next day, one of the men from the apartment threatened my life, and the life of my childrenI can't soundproof my apartment because it's housing propertyI talked to my housing assistant, and she said I can report itBut I was threatened and now I'm scared toAll housing cares about is getting their rent on time, so realistically, they are not going to investigate them I can't move out into another housing complex, that isn't allowed anymoreHow can I get someone with authority to investigate this problem so that they can see the crimes that they are commiting and evict them without me getting involved? I'm scared.

As a rule container ships are faster than tankers, but nether is really considered fastWhen you think about it they are moving huge tonnage, and doing it very inexpensively To go faster takes so much more power it would drive the cost up considerably.
The Profgave an excellent answerI'll just add in response to ladders don't get that big that local pilots routinely climb up and down ships, while underway, on plastic ladders lowered by the crew to their boatsThis happens everytime a big ship enters and leaves a portThe pilot ladders are definately raised and stowed for sea, but it illustrates how it's definately possible for pirates to jerry-rig their own devices and get up thereProf's answer gives the other big point: it's ridiculously hard to see anything from a huge ship unless you are standing right along the bulwarks, or are on the bridgeAnd even from the bridge, you cannot see directly behind you.
You can call section 8 instead of talking to the housing manager or you can also call social services if there is children living in that mess other than that i don't know what you can do that won't involve them knowing it was you.you can get a protection order but they will know that and it isn't nothing but a piece of paper really they usually can get to the victim before the police do in most cases.
